We are pretty sure it will unlock, killing 10K enemies sure might take a while. But you must of unlocked the other enemy kill achievements leading up to it right?

By the way - you can easily find a solution for any state as the game goes by getting back after wrong moves.(but that does count as additional moves, so you won't pass the level). That can be used to cheat level 31 - since you can simply write moves down and restart twice.
On the other hand - you can always read a scientific article about this puzzle, as the problem is rather well-known.
